The Regional Skills Partnership for Lifelong Learning Mobility is an initiative under the European Commission’s Pact for Skills. Launched by EARLALL on 17 September 2024 as part of its Working Group on Mobility, this partnership seeks to boost the number of vocational education and training (VET) mobilities across Europe. It aims to promote a culture of lifelong learning and increase educational and professional opportunities – particularly for individuals with fewer opportunities – through transregional cooperation.

Europe is facing a critical shortage of skilled workers, while many young individuals experience mismatches between their training and available jobs. This situation is aggravated by demographic decline, disruptions due to the COVID-19 pandemic, and geopolitical instability from the war in Ukraine. Moreover, European businesses struggle to find qualified talent, and mobility among workers remains limited. The Regional Skills Partnership addresses these issues by empowering learners and strengthening regional links to facilitate effective and inclusive mobility.

Objectives

  • Increase learner mobility: reach 20% of VET learners in mobility by 2030.
  • Promote inclusion: reserve 20% of all mobilities for people with fewer opportunities.
  • Strengthen regional cooperation: work closely with regional and local authorities to implement VET mobility strategies.
  • Monitor and evaluate: track the implementation and impact of mobility activities on local and regional skills needs.
  • Foster capacity-building: develop and share training materials, resources, and strategies for internationalisation and mobility.

Members

The partnership is led by EARLALL member regions and local authorities that are committed to supporting educational mobility. It is open to new members interested in advancing regional cooperation in skills development and lifelong learning.

Mobility Promoters

Following, the ambitious EU Learning Mobility Package presented by the European Commission in November 2023, the EARLALL network is pleased to present the EARLALL Learning Mobility Promoters, an initiative that helps contribute to the EU target to increase mobilities across different educational sectors.

An EARLALL Mobility Promoter refers to an individual or an entity that takes the leadership role in promoting and supporting learning mobility initiatives. This is included, but not limited to: Vocational and Educational Training (VET) institutions, directors, teachers or students; teachers across all levels of learning; technical and administrative staff working to organising mobilities; staff in regional and local authorities; academic staff or NGOs or youth organisations.

💡Learning mobility involves the movement of individuals or groups to acquire new knowledge, skills, or competencies in a different geographical or cultural context.
